Texas Pollutant Discharge and Elimination System (TPDES) Permits

TPDES permits are administered by the Texas Commission on Environmental Quality (TCEQ) and required under the Clean Water Act (CWA) for the discharge of wastewater (domestic and industrial), including discharges from concentrated animal feeding operations (CAFOs) and stormwater, among others.

Stormwater Permit

Stormwater permits are a type of TPDES general water quality permit for stormwater runoff from construction sites, industrial facilities, and publicly owned and operated storm sewers. There are several types of general permits:

Industrial Multi-Sector General Permit
Construction General Permit
Municipal Separate Storm Sewer System (MS4) Permit

A Stormwater Pollution Prevention Plan (SWPPP) is a site-specific, written document that Identifies potential sources of stormwater pollution, describes practices to reduce pollutants in stormwater discharges and identifies procedures the operator will implement to comply with the terms and conditions of a stormwater general permit.

Section 404 Permits

Required by the Clean Water Act and administered by the United States Army Corps of Engineers (USACE), these permits are typically called Section 404 Permits, dredge and fill permits or USACE Section 404 permits. These permits are required for any impacts to jurisdictional waters and adjacent wetlands. Various projects, including land development, infrastructure, water resources, etc., require Section 404 Permits. Section 404 Permits typically require additional technical review from other Federal, State and local environmental agencies such as the Environmental Protections Agency (EPA), United States Fish and Wildlife Service (USFWS), Texas Parks and Wildlife Department (TPWD), Texas Historical Commission (THC), among others.

Section 10 Permits

The Rivers and Harbors Act Section 10 has similar requirements to Section 404; however, it deals strictly with tidally influenced waters.

Section 401 Permits

Section 401 of the Clean Water Act (CWA) requires a state-issued Section 401 Water Quality Certification as part of both Section 404 and Section 10 Permits. In the State of Texas, the Texas Commission on Environmental Quality (TCEQ) issues a Section 401 Water Quality Certification on all Section 404 Permits.

Sand and Gravel Permits

As required by the Texas Administrative Code Chapter 69, a Sand and Gravel Permit is administered by the Texas Parks and Wildlife Department (TPWD) and required for the disturbance of sediment materials within navigable jurisdictional waters or the disturbance of the channel or bed.

Tough fishing at the final tournament of the season

Despite the competitive atmosphere built up from the beginning of the season, only 1 fish was caught at the final regular season tournament. Congrats to Terry Tidwell for landing the only fish of the tournament!

After another very early start in the dark, the August 25th Arroyo Fishing Tournament was busy with lots of buzzing reels! It came down to the wire to find out who won, and after a small score hiccup the winners were clear.

Michael Timmerman ran away with the high score of 45.6 (ounces) in the Youth Division and Carlos Daniel Martinez stomped the field with a whopping 148.3 (ounces) in the Adult Division.

Thanks to everyone who showed up to keep fighting for a spot in the Championship tournament on October 27th!

Remember to Register Now for the last regular tournament on September 29th.

Bass was King at the July 28th Arroyo Fishing Tournament

Bass of various sizes were caught at the July 28th tournament! The cool morning started off with a beautiful sunrise and lots of happy newcomers to the #arroyofishing tournament series.

Thanks again to all anglers who came out on this great fishing morning! And thanks to our volunteers who came out super early!!

The BIG fish hid well at the June 30th tournament

Although the lake at Longhorn RV Resort has great places for anglers to fish comfortably, the BIG fish stayed hidden very well. It was an overcast but humid morning on the lake for all anglers.
